# ACU limits

> Control Devin ACU consumption with organization-level and user-level monthly limits managed through the V3 API and the web app.

Enterprise administrators can set Agent Compute Unit (ACU) limits to control consumption across their enterprise. Limits can apply to an organization or an individual user:

| | [Organization-level limits](/admin/billing/org-acu-limits) | [User-level limits](/admin/billing/user-acu-limits) |
| - | - | - |
| **Caps** | Total usage attributed to one organization | An individual user's usage |
| **Usage covered** | Cloud Devin sessions, Devin Review, Devin Desktop, Windsurf JetBrains, and Devin CLI | Combined **local and cloud** usage against a single account-wide cap |
| **Managed via** | Per-organization limits | **Tiers**: each user inherits a tier's limit — by explicit assignment, IdP group mapping, or the default tier — unless they have an individual override |

The two kinds are enforced independently — a request is blocked if either the user's limit or the relevant organization limit has been reached. All limits reset automatically at the start of each **monthly window**.

* See [Organization-level ACU limits](/admin/billing/org-acu-limits) for organization budgets and billing attribution.
* See [User-level ACU limits](/admin/billing/user-acu-limits) for tiers, IdP group mappings, per-user overrides, limit-increase requests, and effective limits.
* See [Legacy user ACU limit endpoints](/admin/billing/legacy-user-acu-limits) for the deprecated per-user and default user limit endpoints.

## Manage limits with the V3 API

All requests authenticate with an enterprise **service user token**. Reading limit settings requires the **ViewAccountConsumption** account permission; updating or deleting limit settings requires the **ManageBilling** account permission. Reading [limit-increase requests](/admin/billing/user-acu-limits#limit-increase-request-endpoints) requires the **ManageAcuLimits** account permission. Use `https://api.devin.ai` as the base URL. See the [V3 API overview](/api-reference/v3/overview) for authentication and service user guidance.

### PATCH semantics

For the `PATCH` endpoints:

* An omitted field is unchanged.
* A field set to `null` is cleared.
* A field set to a value is created or updated.

## Frequently asked questions

<AccordionGroup>
  <Accordion title="What is the difference between organization-level and user-level limits?">
    Organization-level limits cap the total usage billed to an organization. User-level limits cap an individual user's combined local and cloud usage, account-wide, and are managed through tiers. The two are enforced independently.
  </Accordion>

  <Accordion title="What if I do not set any limits?">
    If no limits are configured, usage is unrestricted by these limit controls, subject to your enterprise plan and billing terms.
  </Accordion>

  <Accordion title="Can I set a limit of zero?">
    Yes. Setting `cycle_acu_limit` to `0` blocks usage for that scope until the limit is increased or removed.
  </Accordion>

  <Accordion title="How often do limits reset?">
    All limits reset monthly based on your billing cycle.
  </Accordion>

  <Accordion title="How can I find user and organization IDs?">
    Retrieve user IDs with `GET /v3/enterprise/members/users` and organization IDs with `GET /v3/enterprise/organizations`, or find them in Enterprise Settings in the Devin web app.
  </Accordion>

  <Accordion title="Can I set limits in the web app?">
    Yes, for both kinds. User-level limits are managed in Enterprise Settings under [Usage policies](/enterprise/features/usage-policies), where administrators can create and edit tiers, assign users to tiers, and set permanent or temporary per-user overrides, as well as review limit-increase requests under **ACU requests**. Manage organization limits in **Settings > Organizations**; see [Enterprise billing](/admin/billing/enterprise#setting-organization-acu-limits). Enterprise administrators can also view current-cycle ACU usage by product or user in Enterprise Settings under **Consumption**.
